Taking off problem....
So I believe I found out the reason. The previous owner used a vacuum hose I believe for the fuel line from tank to carb. Overtime the gas dried the hose shrinking it suffocating the carb. Which is also why when I adjusted my air needle it was less than one full turn out for best mixture. I wondered...

I'll try tuning the carb and rejetting if needed. Never did ignition timing on a bike before but will read up on it.

I have a 2002 NSR150 SP. I recently purchased in great condition. The engine as far as I know is pretty much stock with a DBS full exhaust.
