I would say the forks/front end is either 2KR FZR250 or 1KT or 2MA TZR250. Its not a 2KR front fender as is wraps back nearly all the way around the fork leg. Wouldnt be hard to modify that. Its not really something you do by what someone else did. Each motor is different. You need to go through the steps of jetting it propperly. First thing id suggest would be pulling all the carbs off and stripping them right down and cleaning them out. Replace the jets with new ones of the same size ...
