All depends on how deep the rust pitting is. Gear pinions are usually case-hardened, and if the pitting is deep it might be through the case hardening, in which case only usable in desperation. There's pretty well no way around it but to cut a panel out so it can be panel-beaten properly from the inside using a dolly, then de-rusted and welded up again. All that can be done. I think Kman is right, it's the sort of job that if you can DIY it's worth doing, but if you have to pay someone else to do it... forget it, cost way too much. Is redeemable though.
