Rgv vj21 power valves set up in vj22

Hi I'm a new member & hoping someone can help me, I'm having trouble setting up pv,s via grey wire test pully should go to 2nd reference mark but is going to 3rd ie fully open . I have just done a full top end rebuild new barrels pistons & pv,s I am using 2 piece pv.s instead of standard 3 piece because I got them quite cheap. I know this has been done before but I'm a bit suss on the way it is going full open ,too much money spent on motor to be not sure about it any tips would be appreciated thanks rgvm
