RX125 Bogging down after rebuild.

HI all Thanks for excepting me on the page.
I have a 1980 RX125 that I have fully rebuilt, New Genuine piston and rings rebore, ports radiused, , New bearings and seals and gaskets( Gearbox side seal put in correctly sealing edge facing Gearbox oil) cleaned carb, jets, Emulsion tube and passages not much I have not done the problem is it bogs down, wont pull passed 4-5000rpm its just flat took for a ride and would barely make 40kmph, I starts great Idles perfect.
I took barrel of again incase I had broken a ring all was fine I pulled carb apart again checked float level 21mm not leaking or flooding, I checked coil found secondary windings faulty about 500ohm so new correct coil new battery new condenser.I have bleed and adjusted pump as per manual and is functioning fine.
Timing set at 1.9mm Btdc, I have changed timing from 2.4 to 1.2 mm Btdc no change gone up and down with float level no change raised the needle 1 clip no change put back to std.
I did find the points were a little worn I dressed them and reset thats when I replaced the condenser., no change.
I've been a motorcycle mechanic for 30+ years (4 Stroke) purposely stayed away from 2 strokes, but now I have this little stroker to play with and its got me beat, I have new points on there way could they cause this issue.
Timing set by DTI down plug hole and ciggy paper in points same as I have done for years with Magneto's on BSA's and Velocette's etc. Help!!
The only thing I have not replaced is the 2 Stroke oil but that should not effect it, Or does it I dont know what oil is in it ,Its red I talked to previous owner and he thought it was TTS.
The one thing I did notice is that when I ran it out of fuel just before it conked out It ran perfect pulled clean through rev range I know 2 stroke's revs lift before they die from no fuel.
